 An overall history of the creation of National Security policy. During World War Two Congress established a formal national security structure called the National Security Act of 1947.  During the sixties the National Security Council (NSC) became central to national security policy. The period following 911 brought several new organizational changes to the structure of the NSC staff, including the establishment of the Office for Combating Terrorism, the National Security Advisor for Combating Terrorism, the National Security Advisors for Strategic Communication and Global Outreach, the development of The Homeland Security Council and the Department of Homeland Security. These National Security Council changes  bring new elements to the consideration of national security affairs.
